"If you look good, you feel good" as the saying goes. I believe that everyone wants to know how to dress properly but is afraid that they do not have the means to do so. That is not the case. Personally, I've always considered fashion to be an important aspect of who I am. Because I came from a low-income family, I learnt early on that I could be creative by repurposing existing items, changing them, and putting together new outfits. It is not always necessary to dress in the most fashionable or expensive clothes. To dress fashionably, all it takes is a few small changes to create a new, next-level style ? one that emphasizes your originality and makes you feel wonderful.

#1: Mixed Prints

If you're wondering how to dress fashionably, the first thing you should know is that mixing prints is essential when it comes to designing the boldest, most eye-catching outfits. Mastering the art of pattern pairing can be difficult and scary at times. There may appear to be no rules, but you must ensure that the prints complement one other. 1. Don't go for simple, little prints that are devoid of color. Experiment with more interesting, vibrant, and bold prints that are out of your comfort zone.     RIVER YAMUNA

    The Yamuna River is the Ganga River's largest tributary. In India, it is also revered as a sacred river. The Yamuna River flows from the Yamunotri Glacier at Banderpoonch peaks (38?59' N 78?27' E) in the Mussourie range in the lower Himalayas, at a height of around 6,387 metres above mean sea level in the district of Uttarkashi (Uttarakhand).

The magnitude of the consequences is yet unknown, but it is apparent that the world has ground to a halt. Globally, quarantines and travel bans have been implemented. People in India have also been subjected to legally mandated quarantine or self-quarantine. In this scenario, mitigating and controlling the COVID-19 epidemic in India is critical not just for India but also for the rest of the globe.

    Historically, India has used common law remedies to enforce quarantine, which have shown to be successful in times of epidemics and pandemics. The Indian Penal Code (IPC) addresses offences affecting public health, safety, convenience, decency, and morality, and is divided into two primary sections: one dealing with public nuisance and the other with the quarantine rule. The Epidemic Diseases Act is an addition to the IPC legislation. This 1897 ordinance was adopted to combat the outbreak of the bubonic plague in Mumbai, erstwhile British India, and is commonly used to limit epidemics such as cholera, malaria, dengue fever, and swine flu. The quarantine law has been extended until May 3, 2020, and a nationwide lockdown has been imposed. The idea of quarantine calls for social distance in order to restrict the virus's transmission and to take measures to assure the continuity of critical services and supplies. The current scenario in India in the midst of COVID-19 stems from Sections 6(2)(1) and 10(2)(1) of the Disaster Management Act, which govern quarantine law enforcement and health protection.

    The quarantine legislation and people's and the state's compliance with it are unarguable. Courts have traditionally favoured the State's ability to enforce. In public health, "quarantine" refers to the separation of individuals (or groups) who have been exposed to an infectious illness. In contrast, ?isolation? refers to the separation of those who are known to be diseased. The applicability of the common law remedy in this situation is a one-of-a-kind inquiry in modern parlance from the standpoint of health care services, access to medications, and therapeutic view of medical delivery. It is worth noting that when the IPC was adopted one hundred sixty years ago, 200 (INR) was considered expensive. The continuation of a public nuisance after an injunction is an example of a continuing and subsisting nuisance. This type of disturbance is punished by six months in jail, a fine, or both under Section 291 of the IPC.

    Section 133 of the Criminal Procedure Code makes it easier to apply the IPC (CrPC). However, the magistracy is not reliant on police reports or other sources of information, and he has the authority to gather evidence as he deems fit.

    The quarantine clause of the IPC is a critical component of public nuisance control. Sections 188, 269, 270, and 271 of the IPC, as well as Section 133 of the CrPC, are crucial in the current context of the COVID-19 pandemic and lock-down orders. Section 269 of the IPC contains the relevant provision relating to a negligent act likely to spread infection of a disease dangerous to life: ?Whoever unlawfully or negligently does any act knowingly to spread the infection of any disease dangerous to life shall be punished with imprisonment for six months and a fine or both.?Section 270 further states that any malignant conduct likely to transmit illness or sickness hazardous to life is punishable by a two-year jail sentence. Section 271 further states that violating a quarantine regulation is punishable by six months in jail or a fine.

    To manage COVID-19, the Cabinet Secretary of India implemented Section 2 of the Epidemic Diseases Act in all Indian states and union territories on March 11. It gives the state government the authority to take additional precautions and impose rules in the event of a hazardous epidemic disease.The Act gives the Central Government the authority to take steps and issue regulations for the inspection of any ship and the detention of any person planning to sail to and arrive at any port. Section 3 of the Act provides for a 6-month jail sentence, a fine, or both (similar to the IPC). Section 4 protects officials operating in good faith to enforce the law from any litigation or other legal process. Historically, this colonial ordinance was used in India to combat cholera in Gujarat, malaria in Chandigarh, dengue fever in Delhi, and swine flu in Pune.

    COVID-19 also has a social impact. According to Article 47 of the Indian Constitution, the state has a primary responsibility for nutrition security, living standards, and public health development. In Municipal Council Ratlam V. Vardichand, the Supreme Court decided in exercising such authority, the court must be guided by the wider concept of access to justice The Court based its decision on Article 38 of the Constitution's egalitarian ideals. Nonetheless, before the State's enforcement, the courts have the authority to interfere on the grounds of rationality and procedural readiness. This issue was addressed in the public interest case Alakh Alok Srivastava v. Union of India. The writ drew attention to the hardship of thousands of migrant workers and their families who were trekking hundreds of kilometres from their job to their villages and towns in defiance of the COVID-19 lock-down order. The jobless and migrant workers who are trapped without transportation are little more than forced prisoners in the Midwest. The police operations under Section 188 of the IPC were justified, yet they resulted in abuses of persons in need. The closure of state borders has hampered free movement and prevented the delivery of vital supplies.

    Curfew is not the same as lockdown. One of the most significant distinctions between the two is that during a lockdown, state enforcement officials such as police cannot arrest anyone for failing to comply with the lockdown without the consent of the appropriate court.

    They can, however, impose a lockdown using the mechanisms provided in Indian Penal Code Sections 188 (disobedience to a public servant's directions), 269 (negligent act likely to spread infection of disease dangerous to life), and 270 (malignant act likely to spread infection of disease dangerous to life).

    Again, 'curfew' is not a legal phrase. In general, the exercise of a power available to the District Magistrate, SDM, or any other executive magistrate under Section 144 of the Code of Criminal Procedure is referred to as a "curfew" in common language.

    Such orders may be issued by the authorities in these circumstances to avert risk to human life, health, or safety, disruption of public peace, or a riot or affray. If someone disregards such orders issued under Section 144 CrPC, enforcement authorities have the authority to detain/arrest the violators.

    The words ?quarantine' and ?isolation' have now been specified under the Indian Aircraft (Public Health) Rules, 1954. Similar limitations apply to passenger ships, cargo ships, and cruise ships under the Indian Port Health Rules 1955, which were enacted under the Indian Port Act.

    The term "quarantine" refers to the restriction of activities and/or separation of suspect persons from others who are not ill, as well as the separation of suspect baggage, cargo, containers, aircraft or conveyances, facilities, goods, and postal parcels in order to prevent the spread of infection or contamination.

    Isolation refers to the isolation of sick or polluted people or impacted baggage, containers, aircraft or transportation, facilities, commodities, or mail packages from others in order to avoid the spread of illness or contamination. Similar prohibitions are included in the Epidemic Diseases Act of 1897, albeit they are not specified.
    In comparison to other nations, the COVID-19 epidemic in India is very young. Proper surveillance and transparent reporting of affected persons' characteristics are required.     INTRODUCTION (Children in Conflict with Law)

    A kid in conflict with the law is any youngster under the age of 18 who is involved in the criminal justice system for offences committed by him or on suspicion of commission. It repealed the previous legislation (Juvenile Justice Act 2000), which dealt with two types of children:

    1. Children in need and protection of care.
    2. Child in conflict with law.

    The new law aims to meet the criteria established by the United Nations Convention on the Rights of the Child, which India joined in 1992. It specifies procedural protections, terminology, and implications for terms such as "child," "child in dispute with the law," "juvenile," and so on. It also handles a number of key problems such as child adoption, the status of delinquent cases, and the jurisdiction of numerous authorities. The Central Adoption Resource Authority, which has been given the status of statutory authority under the act, is one of the key changes made by the new law.





    The new legislation was enacted in the aftermath of the Nirbhaya Gang Rape Case in 2012, in which one of the prisoners (seventeen years and six months according to birth certificate, school records, and bone ossification) was a juvenile and sentenced to three years in a reform home. This sparked popular uproar throughout the country, and eight writ petitions were filed with the Supreme Court challenging the unconstitutionality of the statute's provisions but were dismissed by the court.
    The bill was introduced in parliament by the Union Minister for Women and Child Development, Maneka Gandhi, and set out specific guidelines for a juvenile to be tried as an adult in cases of "heinous offences." After much deliberation and debate, it was passed by both houses on December 22nd, 2015, and went into effect on January 15th, 2016.

    THE OBJECTIVE OF THE STATUE

    Provision for children under the age of sixteen years for heinous crimes-  

    Section 15 of the aforementioned legislation establishes particular criteria for minor offenders aged 16 to 18 who have committed or are suspected of committing any serious crime. Following a preliminary evaluation, the board has the authority to refer cases to children's court (Court of Session) for severe offences. The Act also offers a "safe haven" for children during and after the trial until the age of 21, after which their behavior will be assessed. Following the examination, the offenders would be sentenced to prison for the remainder of their sentence or released on probation.

    By not giving total immunity/exemption to minors under the age of 18, the clause attempts to establish deterrent among juvenile offenders for committing terrible crimes like as rape or murder and strives to give justice to the victims and their families.

    New chapter on Adoption (which tries to streamline adoption process for abandoned, surrendered, and orphans)-

    The Central Adoption Resource Authority (CARA) has been given the status of a legislative organisation in order to streamline the adoption procedure for abandoned, relinquished, and orphan children. A new independent chapter (VIII) has been introduced that contains extensive regulations on adoption and penalties for noncompliance. Procedures for in-country and inter-country adoption have been added; a divorced or single individual may adopt a kid, but a single male may not adopt a female child.

    NEW OFFENCES LAY DOWN IN THE NEW LAW

    Several new offences have been added which were earlier not included under any law, the new law addresses these issues, and these are:-
    1. Sale and procurement of children for illegal adoption or any other purpose.
    2. Offences against disabled children majorly kidnapping, abduction and selling.
    3. Use of children by militant groups.
    4. Offering narcotic substances to children.
    5. Using children for begging and other related activities.
    6. Using children for abetting or committing any crime.
    7. Abusing, assaulting or abandoning, neglecting a child so as to cause him assault and abuse.

    The punishment for these offences has been defined, such as any officer who fails to notify a child's kidnapping within 24 hours is responsible for a term of six months or a penalty of Rs.10,000, or non-registration of a child care facility results in a penalty of Rs. 1 lakh or a term of one year. Providing a narcotic drug to a kid is likewise a criminal offence, punishable by a seven-year prison sentence and a fine of Rs.1 lakh.

    NEW GUIDELINES FOR CHILD CARE INSTITUTION WITH RESPECT TO THEIR REGISTRATIONS

    The legislation establishes detailed rules for the required registration of child-care facilities, whether administered by the government (state) or by any non-governmental organisation, or even those that receive government grants and loans, under the statute within six months of the act's enactment. Non-compliance with this paragraph will result in severe penalties, as this rule aims to eradicate the negative consequences that formerly existed under the guise of child care facilities, such as begging, trafficking, and so on.

    CHANGES IN THE PROVISIONS OF NEW ACT WITH RESPECT TO CHILDREN IN CONFLICT WITH LAW

    The new legislation offers a safeguard for juveniles or children who are in dispute with the law and require care and protection. The term "Juvenile" in conflict with the law has been renamed "Child in conflict with the law." The offences are classified as petty/heinous/serious, and all juveniles who commit such offences, according to the new law, will be tried as adults after a preliminary assessment by the Juvenile Justice Board within three months of the kid's first appearance before the board, as specified in Sections 14 and 15.

    As a result, any youngster between the ages of 16 and 18 will be tried as an adult in the Court of Sessions. During the trial, the child/juvenile would be taken to an observation house, and all offenders would be classified based on their age, gender, mental state, and, most importantly, the nature of their offence.

    A Place of Safety will be built for minors above the age of 18 or children between the ages of 16 and 18 who have been charged or convicted of a serious crime. The Place of Safety will feature distinct arrangements and amenities for children who are on trial and those who have been convicted. The Juvenile Justice Board will perform frequent inspections of adult-only jails to see whether any children are being held there and will take prompt action to transfer such a kid to the Observation Home.

    If the child is tried as an adult in a children's court, the final order must include a private care plan for the child's rehabilitation and social reintegration as outlined in Chapter VII of the statute, as well as regular follow-up by probation officers, the District Child Protection Unit, or a caseworker.

    The court will ensure that the child is maintained within the Place of Safety until the age of 21, following which he will spend the remaining time as a regular adult or be freed if the court is satisfied that he has undergone reformative reforms. The Act prohibits the use of the death sentence or imprisonment without the possibility of release for juvenile offenders who are handled as adults by the juvenile justice administration.

    Role of State of State Government for Protection of Juvenile in Conflict with law

    The Act requires members of the Juvenile Justice Board and the Child Welfare Committee to attend acceptance training within two months of their appointment (Section 4 and 27).

    A -Once every three months, the Chief Judicial Magistrate or Chief Metropolitan Magistrate is to audit the pendency of cases in the Juvenile Justice Board and instruct the Board to build the recurrence of sittings or prescribe the structure of an additional Board (Section 16).

    B -An arrangement has been made for the formation of a High Level Committee to review the status of cases in the Juvenile Justice Board.

    C -Under Section 36 of the JJ Act of 2015, Child Welfare Committees are required to provide quarterly reports to the District Magistrate on the status and nature of cases transferred. The District Magistrate is expected to conduct a quarterly audit of the Child Welfare Committees and to prescribe remedial steps to resolve the pending matter. If necessary, the District Magistrate may submit a report on his survey to the State Government, which may result in the formation of further boards of trustees. If the cases continue to be pending after three months, the State Government should disband the present Committee and form a new one.

    State governments must also register all facilities within a half-year after the JJ Act's implementation, whether they are run by the government or by a non-governmental organisation, and whether they are intended to lodge children entirely or partially.
